The COVID-19 pandemic has seriously affected the entire global socio-economic life, changing the way of thinking, adapting, operating, and managing society, especially in the context of the era. number. One of the priority tasks of our Vietnam today is to respond to the COVID-19 epidemic with the goal of controlling, repelling and safely adapting to the disease. Many solutions have been taken to make our country safe and one of the important things is Step by step to safely open schools.

The Party and State are very interested in the safe opening of schools. Safety must be put first for the health of the children, the future generations of the country, but still have to learn. Learning must be safe. However, at present, in many places, students still have to study online for nearly 2 years, cannot go to school every day, cannot meet and interact with friends, teachers …. That affects their psychology, knowledge and comprehensive development. Even in many difficult families, the children are more disadvantaged than their peers because they do not have computers for online learning, in many places the network is unstable or there is no signal connection. In order to implement the policy of “stop going to school but not stop studying”, many children in mountainous, remote and isolated areas still carry books and set up shacks on the top of the hill to study. Many families can’t afford to buy computers for their children, so they can’t study online, at a loss, and feel sorry for their friends.

The epidemic has seriously affected education and training activities. The transition to online learning is inevitable, both as a temporary solution and as part of the work of digital transformation to develop modern education for now and for the future. Currently, there are 26/63 provinces and cities nationwide that are implementing online learning. However, due to economic difficulties, as of September 12, more than 1.5 million students (213 districts) could not attend classes with their classmates due to lack of equipment. The organization of teaching on television for 1st and 2nd graders and supplementary teaching for other classes on television also encountered great difficulties in terms of equipment, waves and transmission lines. Therefore, Waves and computers are a new learning method, which is situational but suitable in the context of social distancing and strengthening so that students have learning conditions and equal access to knowledge.

The program “Waves and computers for children” was launched by the Government, the Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with the Ministry of Education and Training and localities to organize the implementation with profound social and humanistic significance. resources to support disadvantaged children with online learning equipment.
